"fight over" was already finished state. so not use Be dongsa. (for example, am, are, is etc.)
" Fight over" talks about the finished state, so we do not use the "be verbs"
But, "fighting over" is present continuous. So we will be using the Be dongsa. So I will make a sentence again.
fight over; They fight over a girl.
> They fought over a girl.
> Example: I can't believe that the fight was over a girl.
> Should we fight over her?
fighting over; They are fighting over foods.
> They are fighting over food.

Better sentences today and you got the generl difference, fight over may be used at both past and future tenses.
